Keep at it, the harbor can switch on and off like a light. Sometimes I will go 2 3 or more trips without a bite, my best day was over 60 bass on 1 inch silver wormkings and 6lb test. Fun fun fun!
I have found that within 1 mile of the harbor each way, that the smaller plastics tend to get bit more often, both from the beach as well as on the water, so I tend to use 3 inch Hammers, in smelt/grunion/anchovie colors with 1/4 to 1/2 ounce ledheads. 3/4 oz kroks also can cover a great area.
Last night while grunion hunting, 4 times I saw halibut splash out of 4 inch whitewash into deeper water........ Too many weeds to fish where I was last night, but if the water were cleaner, it would have been wide open.
