You are definetly close! Try the beaches on both sides of Stearns Wharf. They can be very productive for Halibut as the water temp is definetly rising. You can also try Leadbetter Beach. It also can be a good spot for Halibut. As for baits...You got it right on the nose. Paul wouldnt stear you wrong. I dont know what kind of leadhead you use, but the assault darts by Big Hammer are awesome. 1/8 and 1/4 oz sizes combined with a very light test are perfect for inshore fishing. Along with Halibut, Big perch are common inshore with an occasional corbina. If you can get out in a Kayak or a Tube, the Harbor in the summertime is great for White Seabass and Sandies.
