Marina 1 is just to the right of the Chandelry, towards the sandbar side of the harbor.

Part of why they don't want fishing on the docks, I know because I know Harbor Patrolmen, and have been stopped for fishing off the docks, is theft. It is too easy for someone who doesn't belong on the marina, to scope out boats under the guise of "fishing"

In my experience, if you are mellow, they will let you fish, or off with a warning, though it is different at night, where it would be much easier to grab something off a boat.
