Bank fishing is the easiest way to go, you can launch your boat but the river can be hazardous for lower units and people who do not know what they are doing. Most of the good holes have people in them but when the shad are in there are plenty of fish to go around. There are some places that do not get as much pressure but you have to go searching from them. I have always done well around and just down stream from the J St. bridge. Best times are dusk and dawn and when the fish are in good you can catch 30-60 fish in a few hours. It is getting to the end of the run so I would expect it to be slowing down out there right now.
As for a a set up I use a 6'3 light action spinning rod with 6 pound test. I use either champaign(pink) or whits shad grubs on a pink or green 1/64 head with 2 to 3 splitshot crimped 2 feet above the grub and a bobber 4 or so feet above the shot. cast up stream and let drift through the riffle, with you split shot bouncing along the bottom. Don't forget to bring your striper rod and cast pencil poppers just down from the riffles where you are catching the shad, or even rig up one of the smaller shad that you catch(1 1/5 to 2 pounds) on a live bait set up and let it swim around down current from you while you are shad fishing. My buddy caught a 36 pound striper last year on a live shad.
