It's toll free and i believe there should be a payphone right behind the docks by the lifeguard office. i'm sure they'll eventually get caught. last time i fished there over a week ago my buddy and i were checked by two DFG officers. the lagoon is probably where i've been checked the most for my license. they'll prob be out there more now that castaic has been getting these massive stocks.
