Great points - as always.

The main reasons they want the reserve in the area between Campus Point and Coal Oil Point are the Isla Vista Reef, the Deveroux Slough, and intertidal reefs in that area. Not to mention it's right in front of U.C.S.B. There is no way they are going to give that area up or trade it for any other area.

I have never made any direct reference as to the environment of the cove to Steve Gaines. The only things I told him was that most of the people I know who float tube and surf fish the area target halibut and I asked him if any of the intertidal rocky reefs they mention in the criteria for the reserve are actually in the cove (or east of Campus Point). He replied that they were not - all of them are between Campus Point and Coal Oil Point.

Not to mention the other area you mention is also a very popular surf, float tube, and kayak fishing area - especially with fly fisherman.

They actually seem pretty open to either moving the boundary to Campus Point or coverting the cove area into an SMCA or SMP. That is what my proposal is based on.
