No it is not your fault. It is an irrational rule made with logic limitations. Grime between the batteries does not provide a living condition for the mussels and if it did why not allow you on the lake after the grime is cleaned up. I look at it as a “fix it ticket.†It’s like saying, you have a taillight out so I am writing you a ticket and even though you fixed it you cannot drive your car on a public highway for 28 days. Once the problem is satisfied why does someone have to pay their 28 day’s punitive damages. I would be furious if I was getting on the lake multiple times then a ranger spins me at the gate with the boat being in the same condition as when I was getting on. This leads me to believe the conditions for entry changes daily. You said “I guess it is my fault, I knew the rules†don’t be so hasty in taking blame. If you been getting on the lake, then one day you get spun is it really your fault.
