A few things I picked up on immediately; 1)You might want to add split rings between the screw-eyes and the hooks to reduce the ability of the fish to throw the plug. 2) Taper the tail and it will have a better profile and probably swim better. 3) A thicker bill won't be as prone to snapping off when you run it into a barely submerged boulder(HINT) 4)A coating of 2-ton Devcon epoxy is cheap (>$3) and will help it last a lot longer and if you put some on the screw-eyes threads and screw them back in they'll be much stronger. Wade gave you the best advice possible. :-) You can pick up the devcon at any Wal-Mart in the paint section. Make sure you don't get the 5 min. It will yellow after it cures. You're parents may have to buy it for you.
Since you've already got the "lure bug" stop by www.tackleunderground.com sometime. There are a couple of other lure makers around your age that participate.
Stop into the 'All Aboard' forum and introduce yourself. Then take some time to look around. Spend some time doing searches and reading, almost any question you might have regarding lure making has been answered.
