O.K. I know what it is, but how is that fair? Is this just for large areas of water like the Delta? I have never heard the phrase used for tube tourneys here in So. CAl.

It is fair and helps people spread out a bit. Imagine had we not had the runners rule at the US KB Open. There would ahve been 70 tubers in one small creek. We need it to spread out.

This brings up another question. If a tournament is held at a specific location on the Delta (e.g., Paradise Point, White Slough or Middle River, as taken from the club schedule), what's the policy regarding someone running to a Delta spot other than the specified tourney location?
