I'd go with the DFG Regulations which state:
"California Statewide Regulations for Fishing and Frogging in inland waters.
2.00. Fishing Methods—General.
All fish may be taken only by angling with one closely attended rod and line or one hand line with not more than three hooks nor more than three artificial lures (each lure may have three hooks attached) attached thereto…"

i know this is the wrong board buy it still kinda applies. on occasion ill fish a swimbait in the ocean for bass and or rockfish and have a dropper loop with squid above it. works well especially when the fish are finniky.

Yes, this is the wrong board, but it is a good idea for rockfish. I have good success using a 6" motoroil plastic grub on the dropper, often with a homemade white bucktail fly added. Bob

In Saltwater they cut it back to 2 per rod but there's a lot of grey area in that law. They will cite you for fishing multi hook rockfish ganions for rockfish but if you use small hook ganions for sand dabs they won't inforce it. Or at least I havn't seen it inforced for dabs. YOu can also get away with using a multi hook set up for snagging bait. I do believe freshwater is three hooks. You shouldn't feel guilty about using two hooks in fresh or salt. I fish a dropshot plastic above a bass jig some times and it works. If your releasing the fish and fishing artificial lures then I wouldn't consider it unethical and it's legal. Just my opinion some may feel differently.
