Do tides make a difference when tubing in the ocean? Is it like surf fishing--fish the incoming and outgoing tides?

Yes, look for moving water to bring on more bites. Wether or not it's outgoing or in, that depends on the spot. Just be careful in your tube if you're in a harbor, don't get caught fighting a current you can't win against.

I look for current or water movement created by tides, wind or waves. If there is water moving in some fashion, that encourages feeding and typically better fishing.
