It's been a little slow lately so don't get discouraged. That beach has been known to pump out lots of halibut on the 3 inch Big Hammers. The area just to the right (facing the water) up by the Marine Bio building (before the area where people surf) is one of my most productive spots at high tide.

As far as wading out and getting wet - yes, you can't really get around that - especially at that beach - it stays too shallow too far out. Casting the 3 inch Big Hammers on light heads (3/16 - 1/4 oz.) requires wading at most beaches but we have had plenty of halibut hit right at our feet so chances are they could've been caught without wading.

Down by the harbor is a different story. You can effectively fish the 3 inch Big Hammers on light heads without getting wet.
